Downtown Safety Patrol Pilot Continues with New Service Provider

The City of Dauphin’s Downtown Safety Patrol Pilot is continuing with a new service provider beginning Tuesday, September 15, 2026.

The six-month pilot program was launched in July as a proactive initiative to enhance safety and community support in downtown Dauphin.

The Downtown Safety Patrol provides a visible presence in the downtown area, monitors public spaces, engages with residents and businesses, and helps connect individuals with community resources when appropriate.

Beginning September 15, Persons Community Solutions (PCS) will become the new contracted service provider for the remainder of the six-month pilot period. The Downtown Safety Patrol remains the same City-led program that began earlier this summer.

PCS’s Dauphin team will patrol on foot throughout the downtown area and in nearby parks and public spaces. To begin, patrol hours will be Tuesday through Saturday from 10:00 a.m. to 6:00 p.m. These hours may be adjusted as community needs and service demands are evaluated.

Although team members will not wear uniforms, they will be easily identifiable by marked shirts indicating that they are Outreach personnel. They will engage with residents, businesses, and others they encounter while on patrol. Team members are trained in de-escalation, mental health support, first aid, naloxone administration, and harm reduction.

Residents and businesses can call or text the team at 431-430-CARE (2273) during patrol hours to report a non-emergency concern in the patrol area, request outreach assistance, or ask the team to check on an individual who may need support.

The Downtown Safety Patrol is not a replacement for emergency services. In an emergency, call 911.

The Downtown Safety Patrol Pilot is supported through a $200,000 grant provided by the Government of Manitoba under its Safer Neighbourhoods, Safer Downtowns Public Safety Strategy. The City of Dauphin gratefully acknowledges the Province’s investment and partnership in supporting initiatives that enhance community safety.

The City will continue to monitor the pilot throughout the six-month period and assess its effectiveness in supporting a safer and more welcoming downtown.
