The City of Dauphin Appoints a New Mayor and Deputy Mayor

Since Mayor Allen Dowhan’s leave of absence at the end of June, and his subsequent passing at the end of September, Deputy Mayor Christian Laughland has been fulfilling the duties of Mayor of the City of Dauphin. Through the authority of an Order of the Emergency Measures Act, Manitoba Municipal Relations granted the City’s request not to hold a by-election to fill the vacancy created by Mayor Dowhan’s passing, citing health concerns arising from the COVID-19 pandemic. In turn, as per the Municipal Act, Council selected, through a nomination and election process, a new Mayor from among the existing Council members. Effective immediately, Christian Laughland will be the next Mayor of the City of Dauphin. He will hold this position until the end of this term, which comes to a close with the next General Municipal Election on October 26, 2022.

With Mayor Laughland moving into the Mayor’s position, Council worked again through a nomination and election process to select Rodney Juba, from the remaining Council members, as their Deputy Mayor. Deputy Mayor Juba’s term begins immediately and ends on December 31, 2021, as per the City’s Organizational Bylaw 02/2019.
