What is the Animal Control Bylaw?
The City of Dauphin Animal Control Bylaw #05-2020 outlines the rules, regulations and responsibilities for responsible pet ownership.
Number of Dogs or Cats Permitted
No owner shall possess more than two (2) dogs and two (2) cats on the same property within the City of Dauphin limits.
Animal Control Annual License Fee
Licenses are due January 1st and expire December 31st each year.
When applying for a license, the applicant must provide the following information:
• Name & address of owner;
• Description & Breed of the dog or cat;
• Certificate from vet confirming animal has been spayed or neutered, if applicable;
• Proof that the animal has been vaccinated against rabies within two (2) years of the date of application for the license.
The license fees are as follows:
$30 for every spayed or neutered dog/cat and
$45 for every other dog/cat.

Is my dog required to be on a leash?
All animals within the City limits must be on a leash at all times or in an enclosed area on your property. All animals that have a propensity for violence are not allowed in any public place without a handler that is in complete control of the animal at all times.
Off-leash Dog Park
The City of Dauphin has a designated off-leash dog park where owners can exercise their dogs in a safe environment. It is located between 1st Ave SE and the horse race track on the Dauphin Recreation Services (DRS) grounds.
Does my animal need to wear the license?
Yes. If your animal gets lost and is picked up by the Animal Control Officer or is in an accident, the tag will allow the authorities to contact you.
What happens if my animal gets out?
Dogs or cats are not permitted to be at large within the City of Dauphin. Any dog or cat found running at large may be picked up and taken to the Animal Pound (The Dauphin Veterinary Clinic) and will be released only upon payment of the capture fee, pound fees, purchase of current license and any other applicable fees. If a dog or cat is not claimed within 3 business days, it may be humanly euthanized or put up for adoption, at the sole discretion of the City of Dauphin.
Impound fee is $75 plus $20.75 plus GST per night spent at the pound.

How to Protect your Pet and Others
The City of Dauphin wants to ensure everyone, including pets are safe. We encourage you to know the rules and follow them to protect your pet.
An owner of an animal is guilty of an offence and subject to a penalty, if your animal is:
• Running at large;
• Unlicensed in the City of Dauphin;
• Bites, barks, or causes injury to a person or domestic animal;
• Defecates on private property, public property or highway;
• Left unattended in any motor vehicle unless animal is secured, and is provided with suitable ventilation;
• Barks, howls or otherwise disturbs persons;
• Is outside the home while in heat.
All animals that are housed outdoors within the City limits must be supplied with an all-weather shelter which should include an adequate water and food supply.
No animal should be left outside for extended periods of time if the animal has the propensity of barking or causing a public nuisance.
Owners shall not allow any animal in their possession to deposit excrement on any property, public or private, without subsequently collecting the excrement after the animal.
