Municipal elected officials and staff across Manitoba are increasingly facing harassment, intimidation, online abuse, and other forms of anti-government hostility.
To help municipalities respond effectively, the Association of Manitoba Municipalities (AMM), in partnership with the Strong Cities Network and endorsed by Manitoba Municipal Administrators (MMA), has developed A Toolkit for Manitoba Municipalities: Addressing Anti-Government Hate and Harassment.
This comprehensive resource provides practical guidance and actionable recommendations to help municipalities prevent, respond to, and recover from incidents of hate, harassment, threats, intimidation, and other forms of anti-government hostility directed toward local government officials and employees.
Topics Covered
The toolkit includes guidance on:
- Managing disruptive behaviour at council and public meetings
- Responding to online harassment and abuse
- Addressing threats, intimidation, and doxxing
- Supporting the safety and well-being of elected officials and staff

- Promoting respectful civic engagement and democratic participation
